In November 2011, the temple finally obtained its official building license after eleven years of receiving the land. During the waiting period, the temple had gone through various public offices and external briefings. The whole process might be complicated, but the firm intention remained unchanged. In March 2017, the temple completed all the hardware construction under sponsorship and support from the world. In November 2020, the temple finally got the permit from California Fremont City to start operation.
